THE GUIDELINES

 

These guidelines will make it easy for you to know more about your way in and shorten an otherwise lengthy inquiry on the Plant Quarantine Service.

In applying for IMPORT PERMIT or PHYTOSANITARY CERTIFICATE for export, the reuirements are as easy as A, B, C, if you have...

A.     Complete information as specified in the application forms;
B.     Complete documents; and
C.     Basic knowledge of plant quarantine rules and regulations

 

IMPORT PERMIT For Fruits and Vegetables

 

IMPORT PERMIT For Plants, Planting Materials, Other Plant Products, Birds, and Small Animals

  1. After filling up the required application form, you must go through steps 3 to 7 under Import Permit Application.

 

IMPORT PERMIT For Regulated Materials, such as Genetically Modified Organisms (GMOs) and Potentially Harmful Exotic Species (PHES):

  1. Apply at the National Committee on Biosafety of the Philippines (NCBP), which approves the importation, before securing an import permit from the Plant Quarantine Service.

  2. Attach the NCBP approval and outline of study with the application form for permit to import.

  3. The Plant Quarantine Service may apporve or disapprove your application. Site inspection is required prior to issuance of permit.

  4. You must then go through steps 3 to 7 under Import Permit Application. After which, your commodity must undergo postentry quarantine


 

DOMESTIC QUARANTINE PERMIT

  1. Bring your plant/s and/or plant product/s to the nearest Plant Quarantine Service for Inspection.

  2. Fill up application form as a requirement for the issuance of your Permit for Domestic Transport

  3. Take note that there are prohibited commodities even if they are for domestic movement. You may ask for the list of prohibited materials from your nearest Plant Quarantine Service.

 

 


 

PHYTOSANITARY CERTIFICATE/S for Export

  1. As exporter, you must fill up an application form for inspection and present an import permit, whenever required by the importing country.

  2. You will be required a CITES (Convention for International Trade of Endangered Species) permit when exporting wild plants.

  3. Bring to the Plant Quarantine Service your commodity, for inspection and have them treated when necessary. You may also request an on-site inspection and treatment in case of big export volume
