ACCREDITATION OF NURSERY OPERATORS

In line with the implementation of Republic Act 7308 and in support to the Medium Term Agricultural Development Program of the Government for commercial crops, Memorandum Circular #2 Series of 1994 is hereby amended:

A. Criteria for Accreditation

  1. The Nursery Operator shall preferably be a member of farmers organization or association or cooperative;

  2. The applicant must be a nursery operator or manager;

  3. Nurseries to be accredited must have operated for at least 6 months prior to application;

  4. Applicant must have undergone training on nursery establishment and management and principles on plant propagation and orchard management

B. Requirements

  1. Must have a business permit from the municipal government where the nursery to be accredited is located and must have a certificate of registration from the Department of Trade and Industry;

  2. Must submit list of candidate parent trees (CPT) as sources of propagative materials indicating locations asnd name of owner. The CPT shall be evaluated/registered by BPI Technical Group;

  3. Must have stock inventory of plants with minimum value of P50,000.00 during evaluation period;

  4. Must have an established foundation scion groves at least 1/4 hectares as sources of plant propagules (scion);

  5. Must observe nursery managment practices;

  6. Must put placard/signboard indicating the name of the establishment; name of operator/manager; accreditation number and list of product lines;

  7. Shall be required to tag their plants for sale with proper labelling as to the scion strains/variety and date planted/propagated;

  8. Must have the following facilities

- Water source

- Stirage for chemicals, fertilizer and other nursery supplies

- Propagating equipment or supplies

- Record of stock/inventory

C. Policies

  1. Bureau of Plant Industry (BPI) shall be responsible for accreditation of nursery operators;

  2. Regional Field Units (RFUs) shall designate the Regional seed Coordinator or Research Outreach Station (ROS) station manager to evaluate applicants in the region for the accreditation by BPI;

  3. BPI representative shall conduct on the spot regular inspection thereafter within the period of accreditation;

  4. The BPI will cancel accreditation in case during evaluation/monitoring, the nursery operator is not following requirements. However, appropriate notice would be issued prior to cancellation;

  5. All accreditation cerificates shall be valid only for two (2) years;

  6. An application fee of P100.00 shall be charged per applicant which shall be deposited under the Account #010840242-3.
